ORA U6.x: The compatibility driver setting does not allow larger step sizes

Uniface 8 only.
When the Oracle driver setting (usys$ora_params) u36_compatibility or
u4_compatibility is set then the step size setting is not working in case it
has a value > 19. The exact number depends on the size of the fixed fields.

For example, when setting the step size to 50 (usys$ora_params =
u36_compatibility, step size 50) then Uniface will retrieve the data in steps
of 19 (and not as expected 50). In case the step size is <= 19 then the driver
will use the specified step size.

This problem can only be replicated in Uniface version 8 and does not occur in
version 9.
